Depends on the property. If the cops get a phone call that says "Hi, my car, that I reported stolen yesterday, is at this location right now." I would at least expect them to go out and have look, and not sit on their ass about it for hours.
If someone says "i lost my wallet" i dont expect them to drop everything and scour the city for it.
They add the numberplate to their funky automatic scanners, add it to the list of cars currently stolen, and go about their normal business.
Dont get me wrong, I dont expect cops to be supermen, but they literally had 99% of the difficult work done for them. All they had to do was show up in a timely manner, and they couldnt even do that. Piss poor effort IMO
hmm, the difficult work is the confrontation, imo. This is where things can go wrong and get nasty, especially given the area/demographic etc. This is where they held back and delayed until it seemed easier to execute their job/recover the car.

Automatic scanners? Sorry, I am not really that flush with all the cool technology cops get to use. I am imagining them driving around with this little laser thingy on their dash that scans every car they drive by and it scans the plate and checks if there are any outstanding warrants for the owner or something...? The other bits think its approaching a slippery slope of privacy violations. Just think what happens if they just decide to add facial recognition to the system. I get that right now its just automating a process that was manual before, saving time and money and effort and blah blah blah, but iirc, before this system was introduced, cops needed a reason to run your plates. Now it just happens automatically.

When I say potentially, I mean people that have arrest warrants out for them, as an example. There would be a database for mug shots they would be comparing this stuff to right?
edit: and this would probably only be useful in the instance they have a criminal record I guess.

This is just an extension of the "if you have done nothing wrong, you have nothing to worry about" line of reasoning, which is bullshit in so many ways.
Yes its a good thing. That also depend on the police not abusing it. Which cant be depended upon.
And who decides who goes in that database? The cops. So once again we are back to "lets hope that cops dont get too power hungry and abusive" which is a dangerous thing to hope for.
I know I have an extremely rose tinted view of the police force, and I also appreciate the potential for exploitation but I can't ignore the potential for how this will change the way criminals or people of interest will be identified on the road.
I edited my post after you posted this but I meant to suggest that the database is of people with prior records. I couldn't imagine how it would be effective otherwise, and I would also imagine that manipulation or abuse of the system might be more apparent as well if there wasn't that type of system.
I did ask once how long the records are kept from the ID scanners of clubs, but the guys at the door dont know supposedly

if they want to stop crime at clubs, why dont they just upgrade all their cctv cameras to a reputable brand.. ie one which doesnt fuck up every time a bouncer beats the fuck out of someone :P
once you've got the ability to scan license plates and photograph the faces driving (afaik this is probably legal for anyone to do)
you could start logging that linked data... then when someone commits a crime, you go to that database, figure out which cars they've driven most recently, and you have a very good starting point for finding them
so, crims'd probably just start riding motorcycles
